Between 2004-2007, Saber Partners served as the financial advisor to the Commission concerning the structure, marketing and pricing of bonds backed by special charges on Wisconsin retail electric consumers’ bills. The bonds were to finance the costs of certain environmental control activities of the regulated utility, Wisconsin Electric Power Company (NYSE:WE). 

In 2021, Wisconsin ELectric Company issued bonds under a financing order issued in 2020.  The 2020 financing order departed from the 2004 financing order.  Saber Partners recently analyzed the two financing orders in a report entiltled “A Tale of Two Approaches: Wisconsin Environmental Trust Financing Orders“  A line-by line comparison of the 2002 and 2020 financing orders is contained in Appendix 4.
