Saber Partners served as the sole financial advisor to the Commission concerning the structure, marketing and pricing of bonds backed by special charges on Wisconsin retail electric consumers' bills. The bonds were to finance the costs of certain environmental control activities of the regulated utility, Wisconsin Electric Power Company (NYSE:WE). This is the first time a utility fee securitization has been used for this purpose.
